Before any person shall engage in, cause to occur, or permit the construction, alteration, placement, relocation, removal or demolition of any building or structure, or any part of either, either internally or externally, including the installation or alteration of a solid-fuel-burning heating agent, he shall obtain a building permit, as specified in Article
IX. The building permit shall be prominently displayed at the site until a certificate of occupancy or a conditional certificate of occupancy has been issued with respect to the purpose for which the building permit was issued, or until the building permit has expired, whichever occurs first. If a building permit has expired, a new permit, or extension of the existing permit, shall be required to continue work.
